Note that they were even sequential UESC eliminations without reloading or switching weapons for me, still didn't count.

I too have eliminated 3 UESC with a silenced weapon but not gotten this codex entry. It says "eliminate hostiles", and for all other codex that reference hostiles, it counts for UESC, but could it ...
