Faction Upgrades Reset after 1.1.5 update

Issue: After downloading Update 1.1.5 a few faction upgrades have reverted to an un-upgraded state. Specifically, Neural Stabilizer+ in Nucaloric, and Tox Injectors+ in Arachne. I am certain I had these unlocked (definitely certain for the Nucaloric one), and it has set me back in terms of resource gathering.
I don't know how to reproduce this, as it was simply from downloading the update.
Other details: After downloading the update and launching the game, the ToS and Privacy Policy agreement forms popped up. May be relevant, may not be. But they only appeared after launching the game the first time after installing the 1.1.5 update.

Also experiencing this. Problem persists even after closing and re-opening the game.
