Dropped items and weapons can become stuck in the ground and unlootable.
I was in a run, swapping weapons on Perimeter and the Retaliator LMG that I dropped became unlootable. Neither me nor my teammate was able to loot it, even though we could see it clearly, and the "press e" prompt appeared etc., pressing E wouldn't actually let you loot it.

Thank you for the report. We are aware of an issue that prevents some items and lootbags from being interactable on certain surfaces and are investigating to resolve this as soon as possible.
