Reboot+
Reboot+ frequently does not rez or stun when I use it. I would say 1 out of 5 times it bugs out. I am not sure the EMP stun applies at all even when it does hit. I was able to clip the last one:

But, it worked in the clip ? Your friend got revived, and the enemy had the electricity VFX ?
