Error Code Rutabaga - RTX 4070

I couldn't even play the game this past weekend because the game was running at 1 fps, and I don't have a potato for a computer. My PC runs similar games like Destiny 2 at 200 fps consistently. My drivers are updated, my game files aren't corrupt, and I even did a bios update and updated my i7 13700k processor drivers. Still won't load up the game, BUT it runs perfectly fine when I click onto my other monitor. As soon as I click back, it does back to 1 fps then kicks me out within 15 seconds error code rutabaga.
