FPS stays at 50-60

Hello. My specs are: Intel Xeon E5-1560 V4, GeForce GTX 1070, 32gb ram, 1080p, lowmed settings (works better without fsr or cmaa). Game installed on ssd. No matter how i tune settings, even changing to 720p and lowering everything, my fps dont get higher than about 65, and usage of both GPU and CPU is never max, only like 80%. Judging by the recommended system requirements, I thought I could get at least a little more FPS for a comfortable game. Even so, I've already played for more than 24 hours and really want to continue. Please do something if you can. Thank you.
