FPS locking at 30

I'm on Windows 11 latest update, playing on Steam, Nivida GeForce RTX 5060 8GB, 32GB DDR5, Intel Core Ultra 5 225F

Might be happening when I switch from keyboard and mouse to Xbox controller. Resetting the game helps but after a run or less it will go from 140+ FPS and then lock at 30. FPS seen on the live overlay with Nvidia.
