I have a similar issue - but mine is from a upgrade that I cant yet unlock - I was tracking it, unlocked it and now its stuck tracking for the next upgrade level even though my faction level is not high enough

I have the same issue with this item
I have the same issue. When I try to untrack the item it duplicates in on the screen.
