I suppose it's possible that the game limits your access to contracts with certain factions if you've leveled them up to a certain threshold until you've leveled your account or other factions more...

I have this problem too. My screen looks the same as what FrenchToastCultist has shared.Info: PC - Steam 3/13 at roughly 1 pm PDT I had equipped one of the gray repeatable contracts for CyAc yeste...
