Griefing reports not being answered

Getting repeat games, hours apart of a player joining ranked and instantly disconnecting. I reported him, the other teammate reported and a player who messaged me later did too. An hour or so later the same player, doing the same thing in ranked. Why is this allowed? I’m losing ranked points and gear due to being at a constant 2v3.
