Parasitism 2/5 Interaction Not Available

On step two of the Sekiguchi contract Parasitism 2 (of 5), the condition reads:

"In Dire Marsh, hack in server data bank in AI Uplink"

When I get to AI Uplink in-game with this contract active, I see two green waypoints appear underneath the AI Uplink building. These waypoints are inaccessible, as far as I can tell, meaning this contract cannot be completed. I have tried on both Dire Marsh and Dire Marsh (Night).
