Tooltips bugged again

- Description of Issue - Sometimes, tooltips for weapon mods do not properly show, or they do show and then disappear after less than a second, similar to the bug from a few patches ago.
- Rough Date and Time of issue - Both times I've noticed it have been shortly after booting the game up, a little bit after the daily armory refresh.
- Repro steps - Unsure, just now had it happen after claiming a V75 Scar from the armory and then hovering over a green Suppression Dampener. It doesn't seem to happen 100% of the time, which is quite odd
