Feedback: Possible Rutabaga cause found

*drops in* Hello there

Just spent a few hours trying to help a friend resolve a low FPS issue causing a Rutabaga error code. We found out it was a lack of cohesion between his NVIDIA Refresh Rate settings for his monitor and the Windows settings (NVIDIA Refresh rate for monitor set to 60 Hz, Windows had it set to 144 Hz). Including some of this information in the error code link may help others resolve this really niche issue. 

Also, a small amount of feedback: Please make the option to alter settings on the title screen, do not force players into their intro raid before they have a chance to see all of their settings options, OR provide an option to access settings when prompted with an error code tied to performance issues. It would have saved us a lot of time in trying to find the source of the problem.
