Solo Queue Facing Crew Players

My very first game joining as a solo player on the non-beginner Perimeter map unfortunately ended when I was eliminated by a crew of at least 2 players.  I successfully knocked out one of the players and was going for the execution when a second player appeared and took me out.  Surprisingly, I watched as the second player revived the first before I quit back to lobby.  In crew fill settings, it explicitly claims, "Disabling Crew Fill when solo means your crew will not be filled with matchmade players," and the more important part here, "and you will encounter only other solo runner crews."  Am I missing something here?  I was under the impression that players cannot revive other players outside their crew.
