High CPU usage, low gpu usage

During server slam and now on the full released game, i've been encountering frame drops especially on dire marsh and outpost in open scenarios.

Outpost is the worst one by far with low 0.1% fps and low avg fps.

cpu, gpu and ram: 

AMD Ryzen 5 7600

AMD RX 9070

32gb ddr5 6000MHz

Driver version: 26.2.2
