Terrible Fullscreen performance, but runs fine in Windowed mode

Description of Issue
I'm having terrible performance when running the game Fullscreen, despite a PC that exceeds the recommended specifications. If I run the game Fullscreen, then even if I set DLSS to Performance and drop all of the graphics settings to their lowest/off settings, my framerate drops into the mid-50's with severe stuttering when entering dense areas such as the marked/named structures on the map. If I set the game to Windowed mode, I can instead max out the graphics settings to their highest settings and set DLSS to Quality, and keep a steady and stable 75+ FPS (which is my frame cap).

Repro steps
This is seemingly just specific to my machine (or ones similar) but the repro steps are literally just:
- Launch the game
- Ensure window mode is set to Fullscreen
- Ensure DLSS setting is set to Performance level
- In Settings, reduce all graphics-related settings to their lowest
- Enter into a match on Perimeter
- Approach any landmark structure
- Observe framerate drop and stuttering
- Extract or otherwise return to main menu
- In settings, change window mode setting to Windowed
- Change DLSS setting level to Quality
- In Settings, increase all graphics-related settings to their highest
- Enter into a match on Perimeter
- Approach any landmark structure
- Observe framerate does not drop and game doesn't stutter

Might be worth mentioning too that I was running the game on the Nvidia driver 591.86 when I discovered this.
I realised I was behind on drivers, so updated to the next driver which was 595.71, but after doing so the game also ran poorly in Windowed mode (not as bad as Fullscreen, but almost).
I reverted back to 591.86, and have continued to play on that driver in Windowed mode for now due to the increased performance.
I have terrible experience with performance. 9800X3D+4080+32GB. Server Slam run buttery smooth even with DLAA 1440p. Now stuttering and lagging. I do not want to play. I tired everything. Latest drivers btw.
@jariman7 Not exactly the same issue... Server Slam also ran terribly for me, dropping to between 50-60 FPS with all settings lowest. I just wasn't able to find anything that fixed it for me back then, only thought about trying Windowed mode at launch.
I did find that the previous Nvidia drivers gave more stable performance though
