High CPU and Low GPU Usage

Description of Issue: I am experiencing FPS issues and a severe CPU bottleneck despite playing on a system well above the recommended specs. My CPU usage stays at 90%-95% while my GPU usage is only at 30%-50% (checked via the NVIDIA App). My FPS is around 90-100 on the first map (Perimeter), but it drops heavily to 60-70 FPS on the second map (Dire Marsh). Tweaking DLSS settings didn't change much, and lowering the overall graphics quality only gave me a minor increase of about 5-10 FPS.
My PC Specs:

Repro steps:
1. Launch the game on PC.
2. Play a match on the Perimeter map and observe the FPS/Hardware usage.
3. Play a match on the Dire Marsh map and observe the FPS drop.
4. Open NVIDIA App overlay to see CPU usage at 90-95% and GPU at 30-50%.
5. Change DLSS and graphical settings to observe the lack of significant performance scaling.

Yup, you're not the only one. RTX 5070 and Marathon is using an astonishing 0% of it
yeah my friend is suffering from the same thing, really pisses me off, im not going to play the game until they fix it.
