No pre-order bonus, No Deluxe Edition Upgrade
I pre-ordered the deluxe edition, but it doesn't appear in my account. The content appears as owned by me on Steam, but it doesn't show up in-game

I didn't get anything either.
I also preordered the deluxe edition and upon full game release didnt receive my items. I uninstalled the game and reinstalled it, and verified my game files. I double checked my steam purchase history and it says i purchased the deluxe edition just so i made sure i did in fact buy the right edition.
