Game played fine yesterday, today game is hard locked at 16fps

The last two days games been fine, 100+ fps menus and game. Today all of a sudden it seems hard locked at 16fps. and totally unplayable.

No changes my side.

RTX 5070

Ryzen 7 7800X3D

32G Ram

Game installed on samsung m.2 nvme
