Subpar performance

i5 10600kf
RTX 3070 TUF OC
16 GB DDR4
I haven't even tried any other maps than perimeter but it's already unplayable. I played exactly one rook game (sunny weather) where my FPS were oscillating around 100. Every other run I played (almost always rain/storm) fps hover between 40 and 50 while dropping to just over 30 in gunfights.
CPU is constantly around 90% usage, RAM is constantly around 15-16gb used and GPU hovers around 40%. Changing graphic setting does not affect performance (!!!). Changing setting in game files doesn't do anything either.
My specs are at or above recommendations and I can't even get 60fps. This is heartbreaking and I'm pretty sure it shouldn't be like that.

If you haven't already, we'd first recommend ensuring that all of your drivers, Windows, and BIOS are all up to date. If you continue to have issues, please try verifying your game file integrity through Steam. If you still run into performance issues, please try uninstalling and reinstalling the game. If, despite all of this, the issue continues further, please let us know.
Reinstalled all the drivers, made sure they're all up to date. Tried verifying game files - no dice. Reinstalled the game - still no dice. I played one run which started with light rain. Both CPU and GPU usage sat at around 60% and fps were hovering around 70 which is acceptable since RAM was maxed out . The moment rain started turning into full blown storm fps plummeted to around 45 and were dropping even harder, ot aruond 35 whenever gunfight broke out. This is clearly a problem with weather effects optimisation so I kindly ask you to at least give players an option to turn down their quality or turn them off completely. I belive hardware recommendations should also be revised given current state of things. In this state the game is borderline unplayable so I shall wait untill december and just hope for the best.
