FPS ceilling at around 130fps

Description of Issue:
1. GPU and CPU utilization not maxed out, subpar performance for the hardware;
2. Running uncapped at 1080p;
3. Changing and applying graphics settings from low to ultra didn't affected performance in any noticeable way;
4. Case has very good airflow (Corsair Frame 4000D), room temperature at 22 degrees Celsius with AC unit turned on. Hardware thermals well below the specified limits;
5. All parts have more than enough power from the PSU to perform at maximum capacity;
6. All parts are 100% performant on other games and applications, reaching top clock speeds at very cooled thermals;
7. System fully optimized for gaming, no bloatware running on the background;
8. EXPO, Resizable Bar and Secure Boot enabled, PBO (Precision Boost Overdrive) disabled;
9. All drivers up to date;
10. Recorded using OBS Studio. Source set to Display Capture instead of Game Capture, as recommended by Bungie.

Repro steps:
1. Download the Marathon Server Slam;
2. Open the application;
3. Turn on the in-game FPS telemetry indicator;
4. Get into a match.
