Pc performance issues. High cpu low GPU utilization

Specs Ryzen 7 7800x3d Rtx 5080 16gb 16gb ram 1100w S tier psu Windows 11, and all my drivers are up to date Initially had max setting Native resolution Running at 1440p Was getting 160 fps with not a frame higher. Tried lowering settings and using dlss model m with framerate target at 240fps, the only thing that improved were my 1% lows Cpu was always at 100% usage while gpu usually sat between 45% and 60% Even in out of game menu utilization is under the same load as if I was in game, all I'm doing is making a load out at my cpu is under full load like it's cinebench
