Low gpu usage, high cpu usage (R7 7700 + RX 9070 + 32gb ram, QHD)

Specs:

• CPU: R7 7700
• GPU: RX  9070
• RAM: 32gb (16x2) 6000mhz CL36, expo enabled
• PSU: 1000w
• OS: Windows 11 (latest version), clean boot
• Adrenalin 26.2.2
• Vsync off, framelimiter off

Cpu usage usually sits around 60% usage. Gpu usage in perimeter can get as low as 45-70% in Perimeter with low settings, sometimes it reach 95% with high settings in Dire Marsh. Usually sits around 60-70%, looking at the sky lowers gpu usage instead of raising fps. Switching FSR presets doesn't help so much, and without it I get similar performance so I turned it off and play without antialiasing for better clarity and similar fps. Between max and lowest settings I'm most of the time around 120fps with minimum settings, 90fps with max settings. Can fall to 75 or go up to 130 sometimes.
