I'm having the same issue with Ryzen 7 7700, Corsair Vengeance 32gb (16x2) 6000mhz CL36, RX 9070. Fps between 85 (everything max, dire marsh) and 130 (everything low, perimeter). 60% cpu, 45-70% gpu with mid settings and no antialiasing / fsr, gpu can go to 95% with higher settings but fps almost stays the same, like the game is heavily cpu bound. Even looking at the sky won't raise your fps like you'd expect, instead it lowers gpu usage.
EDIT: forgot to add, QHD resolution, vsync off and framerate limit off.
