Bad Performance for my specs, I more exceed the recommended specs

Bungie Name is YuyuLuo#2129

Platform is Steam

AMD Ryzen 9 5900X 12-Core Processor/ AMD 7900 xt/ windows 11, 32 gigs of Ram 

Despite these specs I can only get 60-70 fps on ANY settings, even If I try 1080p low settings I cant seem to get better frames. maybe on the Perimeter map I can get 85 fps? Its like lowering the quality does nothing. what's funny is I can get about 150-180 fps on the main menu. 

This has been an issue since the start of the server slam, I did update my drivers so that's fine. 

No particular steps to recreate.
