Very unstable performance

I don't have a super powerful laptop (specs are below) at all but I was at least expecting a stable 60 FPS at medium-low settings with performance DLSS enabled. It just stutters a lot and the 1% lows go all over the place, I'm talking like going into the single digits then shooting back up making the game feel less smooth. It doesn't seem like messing with settings changes anything at all. I played Destiny 2 Renegades on this same laptop and got a solid 60 fps with most settings on medium and high. I hope this is something that can be improved because I'm loving the game so far!
