Poor performance and optimization

Whilst playing, regardless of any settings configurations (all the way from the absolute lowest to the absolute highest), the game struggles to hit 60 fps, usually sitting around 45, with dips into the 20s during combat.

I am playing with the following configurations

RTX 3070ti

Ryzen 7 6800h

16gb ddr5 ram

For context, I am able to run destiny 2 at well over 100fps stable at max settings 1440p. I have never on any game struggled to reach a decent frame rate on high settings, and I have done all the diagnosis and it is not a matter of my system not being configured correctly.

It is worth noting that the game does run very heavily on the cpu, with gpu usage hardly even hitting 50% at points.

I do love the game thus far and have been playing regardless for well over 20 hours over this test but the levels it is running at on this system are borderline unplayable
