Numlock not functioning as expected in game when shift is pressed

Platform: PC

OS: Windows 11

Problem:  I have sticky keys / filter keys all set to OFF in accessibility settings for Windows.  Despite this when I hold shift in game to crouch and then press one of the keypad number keys (I am left handed and use arrow keys) it uses the underlined function binding instead of the numpad number binding.  

Example:  Keypad_1 is assigned to a class tactical ability.  Shift is assigned to crouch.  END is assigned to interact.  I crouch and try to use my ability but instead my character attempts to Interact, and failing that will simply stand up.  If I use Numpad_2, currently assigned to Map, my character will instead Walk backwards (as down arrow is assigned to walk back).

This does not happen in other games (for example, BF6 Redsec).  I would expect each key to operate as their assigned binding and to not follow functionality that is disabled in Windows.
