High CPU usage while GPU remains low.

Currently I'm playing on a system with a Ryzen 5 3600 and an AMD 9070XT at 1440p maximum setting with 32 GB of DDR4 memory. Where in which I see only around 80-60 fps on average with very high CPU utilization of around 80-90% and the gpu resting at 50% on average. CPU wise it's showing its age in newer titles but at least here the very high utilization seems to stem from looking in the direction of more visually dense areas of the map where more would need to be drawn.
