VOICE & TEXT CHAT DISABLED

Hello support team, Voice and/or text chat functions are disabled on my son's account. He plays on PS4 & PS5. We have completed the KWS parental verification, linked account to a 'responsible' adult account, and enabled all permissions. None of this seems to restore the voice/text functionality. We've rebooted, reinstalled, and checked the forum. We checked our console settings and don't experience this issue with any other game. This issue is not limited to a specific game but all Bungie IPs i.e. Destiny, Destiny 2 and Marathon. We've had this issue for months. I know we are not the only ones as this remains unresolved. Please advise or provide further support. Thank you.
