Extremely low FPS on PC / Huge CPU bottleneck??

Description of Issue - With an RTX3080 and 5700X3D, the rest of my PC is also above recommended specs with 32GB (4 sticks) of RAM at 3600Mhz C16 and NVMe Gen 4. I have extremely bad FPS performance. I'm not getting any stuttering just very low frames. I get as low as 65FPS which is around 30% lower than my MINIMUM framerate in games like Arc Raiders and Battlefield 6 where my minimum FPS in those games is 90. My GPU usage sits at 60-70% majority of the time, same as my CPU so I assume its a CPU bottleneck that is the cause. I was not able to install the Marathon driver, I am sure you are well aware that most people didn't/couldn't since it was a terribly unstable driver to the point Nvidia removed it from the Nvidia App. I have turned off all overlays like your post said and recording software ect and still have the exact same FPS.

Rough Date and Time of issue - The entire server slam.

Repro steps - Go to the algae ponds (worst offender) but happens everywhere in general too, just overall terrible framerate but at least there's not stutters. Might be particularly worse in foggy + sunlight together conditions perhaps but not concrete on that, still happens whenever regardless but that's when I noticed it at its worse.
