Locked at around 40-60fps no matter any resolution or graphics changes, driver settings, performance configs, etc.

Issue: Severe FPS Drops on Intel Core Ultra 9 – No Change With Resolution or Graphics Settings
Basically what the title says.
I’ve met a few other people on Discord experiencing similar issues. This shouldn’t be a case of “incapable” hardware. On my system, other shooter games with much heavier textures and physics like Battlefield and The Finals run at 2–3x the framerate without any issue.
My hardware:
- Intel Core Ultra 9 185H (Meteor Lake, hybrid P/E/LP-E cores)
- RTX 4060 Laptop GPU
- 32GB DDR5 7200 RAM
- NVMe SSD
- Windows set to Best Performance
- Laptop set to max performance mode
- No thermal throttling
On Marathon, 3.2K resolution and 1080p both give me the same FPS. Changing graphics settings from minimum to maximum does not change performance at all. I cannot surpass ~70 (very rare high) FPS in game, and every single gunfight drops my FPS to around 20, which makes it borderline unplayable.
GPU utilization stays low. The system clearly has headroom, but the game will not push beyond that ~57 FPS ceiling.
I’ve had this issue since the October playtest and haven’t been able to get visibility from devs or staff on it. Other laptop users, including Zephyrus G14 owners with Ultra 9 CPUs, or an equivalent AMD Ryzen AI 9 HX, are reporting very similar behavior.
From my investigation, it seems related to CPU behavior. It feels like the game is not scaling well across cores, especially on hybrid CPUs like the Ultra line with efficiency cores. I see similar utilization caps in Destiny 2 on the same system, although there I’m capped closer to ~90 FPS instead.
Since resolution and graphics settings don’t affect performance at all, it doesn’t appear to be GPU-bound. Something on the CPU side is limiting performance, especially during intense scenes like indoors or general shoot outs.
The end result is that FPS tanks from ~57 to ~20 during fights, which makes competitive play extremely difficult. This has been consistent across patches and doesn’t appear isolated to just my machine now that it has been opened to the general public.
