Tooltips UI Issue
Please fix the UI for tooltips such that they don't require a completely still cursor. Already a significant portion of users have ran into this issue (v frustrating for new players!):

There are a couple easy ways to tackle this:
1) Simply use a timer. If the cursor has hovered over a tooltip eligible icon for long enough, trigger the tooltip (this is already done anyway! So why not just use the timer?)
2) Instead of checking that the cursor be entirely still (no change in position), just check that there has been no change in velocity (within some margin). (or just set a lower limit of velocity that registers the same as a still cursor).
Not only is this an issue for newcomers, its also an issue for more experience players, who wish to have lower deadzones for their controllers. Likely only a very small % of the player base has deadzone close to 0.1 or 0.2 due to the inability for tooltips to appear (I use a _higher_ deadzone so the tooltips appear faster, lol). Sad.
