The overlap with your player base and Destiny is a mismatch. Destiny players are used to keeping gear, and the niche of extraction shooter is small and hard to draw players from.
The most similar style games to this are battle royals. Those players are used to losing gear at the end of the match and looting a kit together over the course of a match.
A free kit battle royale style mode that is "free to play" would be a good way to draw players from other battle royale style games and allow you to keep extracted gear behind a paywall. The likelihood is that they would not fear losing gear and appreciate the superior gunplay that Bungie is known for.
Then have an extraction shooter to grow into.
This would also give you a mode to keep free kits up and running, grow the player base, and provide a different experience inside the same game. your lockdown mechanic could be used to force players out of zones and whittle the match down to a singular player / team. one final and only exfiltrate point.
Expand the base by targeting an adjacent audience that has the psychology of the players who already love this game.
