Faction reroll bug still not resolved

Description of Issue - I used all rerolls for nucaloric shortly after the game came out. Now I have used more for additional factions. When the countdown for new rerolls expired last week, instead of receiving 10 more, the reroll count stayed at 0 and I had a 167 hour timer instead.
Now, on week two, it still hasn't reset, and I now have a NEW 168 hour timer. I have not been able to reroll for TWO weeks. - Rough Date and Time of issue - It occurred likely again last night when I was offline, noticed it when I logged in to see if it was fixed with update
- Repro steps - Use all rerolls, do not complete active contract, wait for refresh timer to expire. Now all my factions are bugged.
