Low FPS with above recommended hardware setup

Hey there folks,

my settings are on the lowest and using DLSS performance mode, nothing heavy running at the same time, and I still can't get past the 60ish FPS with lows under 30. I have a video attached showing the performance in-game, metrics, and driver version.
