UESC (South Relay) spawns bugged?

Description of Issue - A random UESC soldier keeps spawning on the same corner of South Relay.
Rough Date and Time of issue - This seems to occur every game when players do not spawn close to this side of South Relay, but not sure because it seems to happen EVERY run.
Repro steps - I have attended this corner without any combat when the Run starts, every time he is there.
