Very High CPU Usage <40 FPS max

I can't get the game to run above 40 fps on my desktop despite having a 10600K, 9070 XT, 16 GB DDR4, & NVME drive in my desktop. The game actually runs better on my ROG Ally. No amount of settings changes have worked and my CPU utilization according to the Steam overlay is 95%+. GPU utilization remains <30%. What's going on?
