Massive Consistent Frame Drops on AMD

Getting massive constant frame drops, GPU and CPU utilization drops completely.
This was happening during the Server Slam as well.
My specs are:
- AMD Ryzen 7 5800XT 8-Core Processor
- AMD Radeon RX 6600
- 16 Gig DDR4
I have spent 90 minutes playing the game trying to adjust settings, disable overlays, recording, and discord, to no avail.
Trying really hard to not have to refund it, but I'm getting close to the 2 hour mark and I literally can't play the game.
