parralax on shell select layering issue

- Description of Issue - images moving out of frame and (only with rook) into ui elements at the top of the screen due to parralax movements
- Rough Date and Time of issue - been happening the entire server slam
- Repro steps - move mouse to around the lower half of the screen on shell select and
