Massive FPS Fluctuations

Description of Issue - my FPS + sound fluctuates every second basically, moves normal for half a second, then freezes for another half a second, constantly. Even at the lowest settings, it's exactly the same.
I have Windows 11 Pro 64-bit, Asus ROG Strix G16, Intel i9-14900HX CPU, 16GB RAM, Nvidia GeForce RTX 4060 Laptop GPU (8GB). The screen is 2K resolution with 150% DPI.
Tested with windowed, full screen, different resolutions and DPI too - still persists. It also happens on the settings page even, where there are no graphical elements. Looking at my performance, it looks like my GPU is going between 4% usage to 50% usage..
Rough Date and Time of issue - Whole playtest + now with the full release.

FPS seems to stay stable on Nvidia Overlay for some reason, but GPU usage fluctuates - which is very weird
