Depleted Shield/health packs

The depleted items should be able to get brought back and turned into normal items, specifically the shield and health packs. I have had plenty of extracts with plenty depleted heals, only to leave without a single heal due to the depletion aspect. Should be able to barter with vendors and trade depleted items for the normal version.
