    It definitely seems like an account + xbox issue. I don't have any issues with my account as far as I can tell on the site. I was curious and bought the game for PS5, booted up without any issues. ...

    I also tried loading up the game on xbox cloud gaming and have a similar result. I do see the loading symbol watermark in the bottom of the screen when running on cloud.
