Have you found an unlooted locker? I found that on the weapon locker and muntions crate quests at least I only got the progress when I looted from an unlooted one, despite that not being specified.

Same thing happened to me on the same contract, completed it successfully once yesterday, rolled it again and couldn't find a tool cart to complete it, went to bed, went to play today and contract ...
