Bad performance on 4070 / I9-13900H / 64 GB DDR5 ram / 2TB NVME

i have a rig that's more than capable of running this game, but i get about 80 fps and it drops down to as low as 60 during fights - No matter how high or low i put the settings i get the same fram...
