Found a solution that worked for me. Me and the blocked user both got on destiny 2 and I was able to unblock him. I was only given the option to unblock him after we were both on destiny 2.

There is no unblock button for me in-game.

I have tried to unlock via the Bungie website, It gives me Error The resource you're looking for was not found. (21) Please help me unblock this person
