marathon crashes at the battle eye startup due to the libxess file beeing blocked

when attempting to load up marathon i get a black screen and a crash with the battle eye initializer stating [INFO] Blocked loading of file: "C:\Program Files (x86)\Steam\steamapps\common\Marathon\bin\x64\libxess.dll". ive tried all of the standard fixes for troubleshooting the issue like steam verifying files failed. ive made sure all drivers and windows where up to date they are. ive went through and deleted the game the re downloaded it failed. went and deleted battle eye and associated files then re-downloaded it that failed as well. i made sure my anti virus wasn't blocking it it wasn't. im at  loss here and was wondering if you had any fixes so i could get back to tau ceti ?
