New PSN account unable to link to Steam

I had to create a new UK PSN account after moving back from South Africa (PSN will not let you change Country). I now need to link to Steam to cross-save Marathon & D2. Bungie will not let me link my new account. What can I do? This cannot be a unique case, people move countries right?
