Graverobber title Locksmith codex did not complete
I utilized the Superior Key Template that requires 3 UESC Commander kills.
I completed 2 kills in a previous match and the last kill in the subsequent match.
The key template completed upon exfill.
I killed 1 Superior Cache UESC Commander, 1 Re-enforcement UESC Commander and 1 Guarded Exfill UESC Commander.
The key progressed with each kill.

We have in fact received reports of an issue impacting this codex challenge. At this time, we're investigating its cause. Your understanding and patience while this is ongoing is appreciated.
Thank you. I hope the issue is resolved and the challenge is adjusted to add more options for completion in the future.
Then if there is a bug, we have options for a workaround.
example: 1 Superior or Prestige Key or 2 Deluxe Key templates.
The Superior & Prestige key templates are expensive. Deluxe are easier to come by and experiment with.
I tried again with a different key.
This was a Prestige Key Template. I kill was a UESC Commander from a guarded exfil. The next run was a UESC Resource Commander and then a guarded exfill UESC Commander.
The key converted into a Prestige Key.
The Codex did not complete despite the key template converting into a Prestige Key
I had the same issue tonight, got a prestige key template off of someone 3 games ago on outpost, killed 3 commanders and exfilled with a completed template. Went in next round and used the key but no locksmith achievement. Last one I need for graverobber :(
just adding in from my end too in case this can help identify whats causing the issue, i dont have codex completion for it still even tho ive exfilled (+completed) quite a few superior+prestige templates
