Mida Upgrade "Dome Up" Bug

The upgrade states "Unlocks Bubble Shields for purchase in the Armory".  However, it only lets me barter for them with 2 x Thoughtwave Lens.  Why cannot I use credits to purchase them as the text states?  This upgrade required 3 Hazard Capsules, so I am slightly irked at the misleading text.  I would have spent those elsewhere had I known.
